Yorkshire Neighborhood Asoociation

The Yorkshire neighborhood is made up of 200 homes and approximately 90% of the neighbors are members of the Association, YNA.

YNA is considered to be one of the finest volunteer neighborhood associations in the Midlands of South Carolina.

The Association was formed in the late 1980's to provide the neighborhood a stronger voice as the areas developed in southeast Columbia and to provide a way for neighbors to socialize.
The Association bylaws established the office of President, Vice-President, Secretary and Treasurer
plus standing committees for Beautification, Legal/Political, Communication and Membership/Fellowship. The Executive Board meets the first Thursday of each month and the entire Association meets in January to elect officers. Board meetings are open to the membership.

There are 2 major events each year with ticket sales in 2003 that exceeded 200 for each, our annual Spring Cookout with a menu that has varied from spaghetti to Beaufort Stew and our annual Fall Bar-B-Que, with Columbia's very best Bar-B-Que. YNA also had a golf tournement, participated in National Night Out with a watermelon sing-a-long, Forth of July Bar-B-Que sale, Christmas carolling and helpd a silnet auction to help raise money for the new grill, purchased in 2003.

We publishes a monthly newsletter, the Yorkshire Crier, a directory of members and a neighborhood business directory. A yard of the month is selected from April through September, with each winner recieving very nice prizes. Our Beautification Committee also decorated our entrac signs during the holidays and recieved a grant for the City to help beautify the front sign.

Our neighborhood has always helped out in other ways, too, giving over $2,200 to 9-11 victims in 2002 and providing care packages for 6 soldiers the were in the Iraq War last Spring.

BY-LAWS
YORKSHIRE NEIGHBORHOOD ASSOCIATION

ARTICLE I
Name
The name of this Association shall be the "Yorkshire Neighborhood Association, Inc."

ARTICLE II
Purpose
The purpose of the Association is to protect and further the interest, safety and concerns
of the owners and residents of homes in the Yorkshire Subdivision in Richland County,
South Carolina.

ARTICLE III
Membership

Section 1. Membership Eligibility. Membership is open to those persons who own
and/or occupy a dwelling house located in Yorkshire Subdivision.

Section 2. Membership dues shall be twelve ($12.00) dollars per family per year payable
in advance on or before January I of each year. Dues shall be pro-rated at a rate of $ 1. 00
per month per family for any new member who moves into the subdivision after January.
Dues may also be paid in advance for two years ($24.00) or three years ($36.00).

ARTICLE IV
Officers/The Executive Board

Section 1. The officers of the Association/Executive Board shall be President, Vice-
President, Secretary and Treasurer, who will be elected by the general membership.
Block Representatives and committee chairpersons, appointed by the President, shall also
be members of the Executive Board.

Section 2. Duties of Officers and Board Members.
President: The President shall be an ex-officio member of all Committees excepting the
Nominating Committee, shall preside at all meetings of the Executive Board, and shall
perform all such duties as are incidental to the office of President, and are properly
required of him/her. The President shall also be a member of the 'Columbia Council of
Neighborhoods". Any dues shall be paid by the Association.
Vice President: k the absence of the President, he/she shall exercise all functions of the
President's power. He/she shall also serve as the Coordinator of Programs presented by
the standing and/or special committees hereinafter named.
Secretary: The Secretary shall keep such records make such reports and perform such
duties as are incidental to the office and properly required of him/her by the Association.
In the absence of the President and Vice-President, the Secretary shall exercise all the
functions of the President.

Treasurer: The Treasurer shall have charge of the funds of the Association, shall
conduct its banking business, and audit all accounts. In the absence of the President,
Vice-President and Secretary, he/she shall exercise all the functions of the President. All
checks must be signed by at least two officers.

Block Representatives: The Block Representatives shall contact members of the
specific areas to bring items of interest and concern to the attention of the Association,
make distribution when appropriate within their areas and assist the
Membership/Fellowship Committee in securing new members of the Association.

Committee Chairpersons: The Committee Chairperson shall convene committee
meetings for the purpose of addressing topics pertinent to their respective committees.

Section 3. The Executive Board shall consist of the elected Officers, Block
Representatives, and Committee Chairpersons. The president shall act as Chairman of
the Executive Board. The Executive Board shall have general supervision of the affairs
of the Association between its annual meetings, set the hours and place of meetings,
make recommendations to the Association and shall perform such other duties as are
specified by the bylaws. The Board shall be subject to the orders of the Association, and
none of its acts shall conflict with action taken by the Association. The Executive Board
shall meet at least bimonthly.

Section 4. The Removal of Officers/Board Members. If any officer of board members
misses three (3) consecutive meetings, the Executive Board will determine whether such
absences should warrant declaring the office vacant. Vacancies in elected offices shall be
filled by the Executive Board until the next general membership meeting.

ARTICLE V
Elections

Section 1. The President, with the advice and consent of the Executive Board shall
appoint a nominating committee. It shall be the duty of the nominating committee to
nominate candidates for the offices to be filled at the annual meeting in January. The
nominating committee shall prepare and distribute to the membership, with the assistance
of the Block Representatives, a proposed slate of officers at least one week before the
annual meeting. At the annual meeting in January, additional nominations from the floor
shall be accepted prior to the election of officers.

Section 2. The officers shall be elected by secret ballot to serve for one year or until their
successors are elected, and their terms of office shall begin, at the close of the annual
meeting at which they are elected.

Section 3. No member shall hold more than one office at a time.

ARTICLE VI
Meetings

Section 1. The annual meeting of the Association shall be held during the month of
January of each year and shall be for the purpose of electing officers, receiving reports of
officers and committees, and for any other business that may arise. One-week advance
notice will be provided the membership.

Section 2. Special meetings may be called by the President and/or by a majority of the
Executive Board. The purpose of the meeting shall be stated in the call. Except in cases
of emergency, to be determined by the President, at least three days notice shall be given
to the membership.

Section 3. Twenty-five percent (25%) of the members of the Association shall constitute
a quorum for the annual meeting and any special meeting.

ARTICLE VII
Committees

Section 1. Committee, standing or special, shall be appointed by the President of the
Association, or as recommended by the Executive Board from time to time as deemed
necessary to carry on the work of the Association. The President shall be an ex-officio
member of all committees except the Nominating Committee.

Section 2. There shall be four (4) standing committees namely:

Membership/Fellowship Committee
Beautification Committee
Communications Committee
Legal/Political Committee
Section 3. Duties of the Standing Committees.
Membership/Fellowship Committee: This committee shall direct the work of securing
new members, shall be in charge of contacting new or prospective members of the
Association to remind them of the next scheduled meeting, and shall establish and
maintain a program to welcome all new residents to the neighborhood. Also, this
committee shall plan all social functions and shall promote a sense of community and
interaction among association members.
Beautification Committee: This committee shall plan and direct all activities of the
Association that will enhance the beautification of the neighborhood.

Communication Committee: This committee shall plan and direct all activities of the
Association that will enhance the beautification of the neighborhood.

Legal/Political Committee: This committee shall pursue any matters of legal concern to
the Association, shall strive to maintain a working relationship with the legal authorities
with jurisdiction in our neighborhood and with the political entities which can influence
our neighborhood, and shall pursue solutions to problems.

ARTICLE VIII
Parliamentary Authority

All meetings will be informally conducted, with Robert's Rules of Order applied only in
matters of issue. No matter coming before the membership shall be pursued by the
Association unless it has the majority approval of the members present and voting.

ARTICLE IX
Amendments

These bylaws may be amended by a two-thirds vote of the members present and voting at
the annual or special meeting specifically called for such a purpose.

AMENDMENTS

Amendment 1:
The immediate Past-President of the Yorkshire Neighborhood Association shall also be a
member of the Executive Board to serve for a period not to exceed one year in an
advisory capacity without voting privileges. The immediate Past President of the
Association may be appointed to serve as a Committee Chairman or Block
Representative. (Adopted at the January 8,2000, General Meeting)
