Annual Meeting

The Annual Meeting of the Windsor Gate Council of Owners was held Tuesday April 26, 2005. The meeting was opened at 7:00 pm by Betsy Hoefler, -President. The Board Members were introduced along with Dan Rapp of KY Realty Corp. and Jennifer Hughes with Deming, Malone, Livesay and Ostroff. It was established that between the number of owners present and the proxies received that a quorum (20% of owners) existed.

Jennifer Hughes gave the audit presentation. The audit went well and tax returns were
prepared and mailed on time. Financial information for the Council is available from the Board on request from Windsor Gate property owners.

The meeting then proceeded to the election process. Paul Border, Chairman of the
Nominating Committee presented the two nominees, Betsy Hoefler and Sandy Brooks. A motion from the floor was made to vote the two nominees into office by acclamation since there were two positions to be filled. Betsy Hoefler and Sandy Brooks were re-elected to the Board of directors. Dan Rapp gave his management report, Copy available upon request from the Board or from D. Rapp & Associates) as well as other reports of the Council committees.

There was time allowed for comments and questions to the Board from the owners
Present. Mr. Steve Yancy will be providing information to the Board on Windsor Gate
having a web site. Questions were presented regarding various contracts Windsor Gate
has with vendors and the management company. All contracts are available for any owner to read. If an owner is interested in seeing a contract, they are to call Dan Rapp's office, 473-0003 and set up an appointment. Richard Schulz suggested the Board have quarterly open meetings. This will be taken into consideration. The meeting adjourned at 8:15 pm.

INFORMATION FOR OUR NEW RESIDENTS

Spring is Around the Corner ?…
Spring arrives this month and that means some of you will start using your air conditioner. It is recommended that you have your system checked out by a qualified person. Hopefully we won't have as much trouble this year as in years past with the condensation drain from the air conditioning.

If you are new to the community, you may not be aware of this potential problem. The condensation drain from the air conditioner
gets clogged up and causes a water leak that has and can cause considerable damage to your unit and the unit below you. There have been numerous tips put in the newsletters on how to check for the problem. One is to pour Clorox down the drain and listen for it to trickle down. Another is to put a clear plastic tube on the overflow spout running to the drain to avoid an overflow flooding. Changing your furnace filter is another preventive step. This can be a serious and expensive problem if not prevented. It is suggested that you talk with
others in your building and maybe you can help one another out in checking for or preventing the problem.

BALCONY DANGERS

If you have anything sitting on the railing of your balcony and I mean ANYTHING, PLEASE REMOVE IMMEDIATELY. It is a safety hazard not to mention not being allowed. This goes for flowerpots, pumpkins (in season), knickknack decorations etc. This is a very serious safety
hazard and could possibly affect our insurance rates. It is also not allowed for items to be thrown from the balconies. This includes
cigarette butts and beer bottles only to mention a few. You can be fined for these violations. Also do not let your pets out on the balcony to
relieve themselves, as it goes down on your neighbor's patio. Finally, there are to be no bird feeders on balconies or patio's.

PETS

Again I want to draw your attention the Master Deed. This time it is Article 11 section f ?… "No animals .... except dogs, cats or other
household pets may be kept in Units .... provided that the pet weighs less than thirty (30) pounds. Any pet causing or creating a nuisance or unreasonable disturbance may be permanently removed from the complex ..... Pets permitted as above shall be leashed or restrained
during walking or exercise within the Common Area. Dogs are not to be chained to the post on your patio. The Owner must clean up any mess
made by the Owner's pet. ... the Council shall have the right to assess a fine and simultaneously levy a lien against the Unit Owner's pet...." We have had complaints of the grass around the buildings being killed due to dog urine. The dogs are to be walked around the outside perimeters of the community and not close to the buildings. Damage to the grass will just cause additional lawn expense that may be charged back to the owner of the pet. So if
you have a dog and the grass around your building is dying, beware, you will be contacted.

RENTAL OF CLUBHOUSE

Please have your money in to the Clubhouse coordinator - Lorraine two weeks in advance of your rental date. There are to be two checks, one for the rental fee of $50, the other check for $100.00, which is a security deposit. If nothing is damaged, this check will be returned to the resident. Checks should be made out to
Windsor Gate Council of Co-owners, not to Lorraine and should come from the resident renting the Clubhouse. There is also a $25.00 charge if the key is not returned on time.

ANOTHER NO SMOKING REMINDER

Smoking is allowed inside your own unit and outside only. Smoking is prohibited in all common area hallways in all the buildings. Smoking is prohibited in all areas inside the clubhouse and workout room. Please be considerate and keep your smoking outdoors and your cigarette butts in appropriate containers. The lawn is not an appropriate container.

POOL OPENS MAY 31st

POOL RULES
The 2-5 rule applies, per the Health Department - No more than 5 people in the pool at a time. If more than 5 are in the pool when they come out to do their inspection, everyone in the pool will be fined $100 each as well as the Council. And no one can swim alone. You need to have someone with you. If these rules are not followed, the pool can be shut down by the Louisville Metro Health Department.

SPEED

Now that the weather is warm we have a number of walkers. PLEASE slow down and stay within the speed limit of 25mph. Several of the walkers
have had close calls.

LIBRARY & BULLETIN BOARD

We now have a library in the clubhouse - please take advantage of this. You will find some good books to read and if you have any to contribute, please do so. All donations are appreciated.

There is also a bulletin board if you need to put anything up.

GRILLS

Once again we want to call your attention to the use of grills. A copy of the fire code is available upon request from the Board.

Do not put it in the box at the clubhouse as your payment may be delayed and you could be charged a late fee. You can also have direct payment from your bank.

Each of you should have received the green binder with the master deed in it, please
take a few minutes and read it. If you did not receive a copy, please contact Joe Scharpf, or send an email to the Windsor Gate web site coordinator.

If you do not have a copy of the Windsor Gate phone directory and are a property owner, send an email to the Windsor Gate web site coordinator and you will be contacted. No personal phone numbers will ever be published on this web site.

WINDSOR GATE CONDOMINIUMS 2005 MANAGEMENT REPORT

This has been a busy year with many meetings. A lot of work has been done since our last (annual) meeting. The building problems as they have related to the developer will be discussed in detail by your Board Member, Paul Borden.
?• Bids were put out for the common area grounds for the coming year. Three of the bidders met the specifications the Board approved. Our new contractor for this season is Home Field Advantage. Some of the items you noted in the past will be done - just not in the time frame as in the past. The siding is a project that has to be finalized as to the extent of the repairs. Mulching this area and then removing
the siding would be a waste of resources and money. The main entries and clubhouse will be mulched and the areas around the buildings when the siding has been completed.
?• The pool will open Memorial Day weekend. Residents are reminded of the two-five rule that applies when a lifeguard is not on duty. Residents are also to put down umbrellas if they are the last ones to leave the pool.
?• We have carpeted seven buildings this year - 8510, 8505, 8504, 8411, 8413, 8415, 8417, and the exercise room.
?• Trees were removed in half of the islands in front of the main entry doors.
?• Bids have been obtained to remove the remaining trees 19 trees.
?• Sod will be placed in the islands rather than replanting new trees.
?• ALL DRYER VENTS ON THE EXTERIOR WILL BE CLEANED BY THE ASSOCIATION. RESIDENTS ARE RESPONSIBLE FOR CLEANING THE INSIDE PORTION OF THEIR VENT.
?• The contractor has just begun painting the main exterior entry doors and side panels.
?• Concrete curbs that have been damaged have been approved by the Board to be cut out and replaced.
?• Side light panels were replaced in the clubhouse on the doors leading to the pool.
?• A new piece of exercise equipment was purchased for the clubhouse.
?• A major water leak was found and repaired by the clubhouse.

In closing I would like to remind all residents about the state law that prohibits the
use of grills above the second floor. This was not a decision by the Board or Management and will be enforced by the Fire Department.
