ATTENDING OFFICERS:
Bill Byrd, Terry Goodwin, Elaine Levy, Douglas Yoder

Sadly, our president Steve Antonio could not attend the October meeting due to the recent loss of his Grandmother. Many condolences were expressed for Steve and his family.

CALL TO ORDER:
The October meeting of the Westhover of Taylortown Civic Association was called to order at 7:10 p.m. in the Bear Library by the Secretary, Terry Goodwin who, with help from fellow board members, welcomed and acknowledged the presence of community members. Councilman George Smiley and Representative Melanie Marshall were not able to attend due to previous commitments. Meeting minutes from April 2008 minutes were read and approved.

CORRESPONDENCE:
- Incoming:
1. Letter from Aerenson & Aerenson, LLC with advisement of new resident, Linda M. Bolinger.
- Outgoing:
1. August 4 Welcome letter to Linda M. Bolinger.
2. June 17 Thank you letter to Don Yoder ofr volunteering his assistance with creating the Civic Association meeting signs.
3. August 10 Yard Sale Notice flyer distributed.
4. August 10 Dues Notice distributed.

UNFINISHED BUSINESS:
1. Street Light Maintenance. Two street light outages were reported, one on Taylor Drive and one on Gershwin Drive. Steve Antonio will follow up with DelDot.
2. Dues ?“Thermometer?” is in progress. Update will be provided by Doug Yoder at the next meeting.

NEW BUSINESS:
1. Financial Report was read and approved.
2. As of October 16th we had 12% participation in Dues payments .
a. The association has enough money to fund only 3 snow removals.
3. Doug Yoder suggested asking for donations to cover costs incurred by the Civic Association for the community yard sale.
a. Dawn Orledge donated the poster boards used for the yard sale signs.
b. Terry Goodwin donated 315 copies of flyer and dues notices.
4. Doug Yoder suggested that a Yellow Line be put on Taylor Drive. Steve Antonio will follow up with Rep Melanie Marshall.
5. Follow up on street signs at Taylor and Gershwin. John Buchanan at DelDot committed to ordering a new sign to correct the problem of switched signs.
6. Discussed the possibility of limiting rental properties in the community. The attending group feels this subject is a legal issue and no interest was shown in pursuing the matter at this time.
7. Corporal Dowe gave a presentation regarding crime in our neighborhood.
a. Copy of crime report was given to Doug Yoder, Treasurer. Requests for future quarterly criminal reports can be obtained by emailing Corporal Dowe.
b. Block Watch program was suggested. A minimum of fifteen households would need to participate. Consists mainly of using a ?“phone tree?” to notify neighbors of suspicious activities.
c. CHIP ?– IN program was suggested. This is a committee comprised of young people between the ages of 12-18. They learn what they can do to help prevent crime in their neighborhoods. Corporal Dowe will email the secretary with more information on the program.
HEAR FROM:
Councilman George Smiley and Representative Melanie Marshall were at previous engagements this month.

GOOD OF THE ORDER:
Adjournment: All matters having been concluded, the meeting adjourned at 8 p.m. The Executive Committee will meet at Doug Yoder?’s home on Wednesday, October 29, 2008 at 7 p.m. The next Civic Association meeting is scheduled at the Bear Library in April 2009.
