Need HELP from City or Water Dept. Official!!

Hello all, 

I am having a very serious issue with my water bills and have reached a wall on what to do next.
I am hoping somebody here knows someone that works for the city (preferably in the water department) that can point me in the right direction of who to contact or what next steps to take.

I just moved to the area mid May and have had extremely high water bills every month since moving in ($167-225).
I live alone, do not have a pool and have even traveled once a month since moving in, so no reason for the excessive usage.

I have gone through all the motions with FTW water; re-read, new meter, re-read for the new meter.
I have changed sprinklers from 4 days to 2 and then again from 2 to 0.
I have even hired a plumber (TWICE) to inspect everything inside and outside of my home for leaks... they found nothing.
I have filed a claim with my homeowner's insurance company and had them send someone to come out and inspect the property for slab and underground leaks... they ran several tests, pressure tests and meter audits and said there was no running water anywhere on the property.
I have asked my neighbors if they have similar issues and all have said no. One neighbor even said he filled up his pool and the bill was still only $90.


I have spoken via the phone and email with many employees at the water department. They all ask the same questions and then get to a point where they cannot help me anymore and instead of escalating the issue to a supervisor or someone who might have more answers for me, they just stop responding.

I have filled out the Undefined High Water Use Bill Adjustment Application six times, one for each month I have lived here, with extreme detail and dated documentation.
The water company is telling me I do no qualify, since I have not lived at the property for 13 consecutive months. (In order to qualify for compensation, the bill has to be twice the average of the past 13 consecutive months).

I am a single first time homeowner and these bills are KILLING me. I have had to take time away from work to spend hours on the phone with the water company and to go home for various plumber and home warranty appointments (which are all also costing me more money). No one can tell me what the problem is and I am out of ideas on what to try or who to contact next.

I am hoping someone here might know somebody who works for the city or water dept and can help me out with ANY ideas on what to do or where to go from here.
I will try or do anything at this point!!!
