May 29th Council Meeting Lasts 4½ Hours

May 31, 2002

The council meeting held on May 29th to take care of the Village business for June lasted over 4 and half hours. Much of the time consumed during the meeting was used to rewrite and re-vote on ordinances and resolutions that the council had passed over the last couple of months. The rewriting and re-voting on the ordinances and resolutions took almost two hours to complete. None of the rewritten ordinances were presented to the Village Solicitor before the meeting so that he would have time to review them and offer suggestions.

During the meeting Council President Pro Tem Irene White stated during her finance committee report that ?“Right now the Village is about broke.?” Ms. White offered to any resident that would like to see the information that she had on the Village finances to come and see her and she would give them a copy. Ms. White also stated that she was being denied access to Village records and copies of financial statements and bills that she had requested from the Village Fiscal Officer were not being provided.

At the end of the council meeting during the public speaking forum, residents were denied the right to present their concerns to the Mayor and Village Council. The mayor has decided she will deny any resident the right to speak if: 1) she does not know ahead of time what the speaker will be presenting, 2) She determines that any topic presented will be negative towards her, 3) Any resident changes the topic that they wish to bring forth to the mayor and council after the speaker has turned in their speaker card. These rules prevent a resident from speaking on matters that have been brought up during the meeting during the public speaking portion of the meeting. Speaker cards must be turned in prior to 7:00PM or the mayor will not accept the cards. Residents are expected to guess what topics the council will discuss during the meeting so that they can fill out their speaker cards accordingly.

After the 4?½-hour meeting council stated that they will have to hold another special council meeting later in June after the June 3rd meeting to pay bills that arrive later in the month
