COUNCIL MEMBER MORGAN USED PUBLIC FUNDS FOR PRIVATE USE

Jack Morgan authorized the use of Village funds to perform work for a private property owner. During the repair of the alley near the intersection of Elliott Ave and Richardson Avenue Mr. Morgan allowed the contractor being paid with Village Funds to perform work for Mr. Leggett, a resident of Valleyview.

Public money cannot be used to perform work on Private Property or for a Private Property Owner. Either Mr. Morgan or Mr. Leggett owes the Village money for the work performed by the contractor. The contractor was only authorized to remove 2 inches of soil and re-grade and place gravel in the alley. All of the alleys in the Village are twelve (12) feet wide. The alley completed under Mr. Morgan's oversight is twenty (20) feet wide. Why was work allowed to be performed for one private property owner at no cost while another owner was forced to pay for work on the alley? Mr. Morgan please answer to the residents of this Village whose money you used to help out a supporter of your administration.
