Uptown Neighborhood Association

Once again we I find myself living next to a property where lots cars and people come around all day and night, stay for a few minutes and then leave. Loud music thumps out of the place at all hours and my wife and daughter are afraid to be alone. Is there anything we can do about this? The last house ended up with a dead body in it and I am tired of their pitbulls running all over the place, killing our cats and breaking stuff on our front porch.
