Damaged Broken in mail boxes

Could anyone help determine who is resposible for our mail boxes that were broken into and damaged beyond repair on the corner of Dimrock and Cottonking? The HOA mgnt company says its the USPS and the USPS says its the HOA. Now I know we all pay a nice sum every year to the HOA and it in return provides a set of polcies to protect our community and service the neighborhood. 

But I think the parties associated with this mail box are not being serviced in any way. The break in has been reported to the police, USPS and the Management company and no one has given an answercto the intity responsible for the replacement of mail boxes. I have seen mailboxes replaced on Dimrock, who did those? Or who paid for them? Does an insurance company need to be notified? Please Help! We currently need to go to the USPO to pick up mail. Should I put a mail box for my house at my curb? Any information, constructive thoughts are welcome.
