OK I found the email for Rumpke and sent the following message:

A few of my citizens have complained that on Tuesdays their empty trash cans and recycle are left in the middle of their driveways so that on returning home they must stop in the street and move the cans befor driving onto their driveway.
If you please a word to your drivers about that.
