Board Members Present
Dave Kaubisch, Pat Prince, Tom Wolf, John Rosenthal and Janice Cunningham

1. Call to Order
The meeting was called to order at 7:05pm by Dave

2. Review and Approval of Previous Meeting Minutes
Janice made a motion to approve the February 15th minutes, Tom seconded. Pat made a correction that the BOD asked for a new proposal from Shea homes, passed unanimously.

3. Financial Review
Tom did not have a chance to review them. He will cover them at the April meeting

4. Manager Report
1. Pool Heater is working great

2. Replaced pool gate closer with one on the inside.

3. Proposed Mailbox Column Guideline
• Mailbox columns are the responsibility of the homeowner.
• Mailbox columns are to be painted Brittle Bush by Dunn Edwards.
• No decorations are to be attached to the mailbox column.

4. Mark with Virtual Police
5. Kathy/Pinal County Animal Control: When off owners property must be on leash. Officer there today issuing citations, was there another day also.
6. Water is being turned back onto the landscaping.
7. Violations continue to be low, but weeds are starting to come up.


5. Virtual Police
A proposal was included in the board packet. The BOD asked that they come to the April meeting and give a presentation.

6. Shea Homes Drainage Issue
The BOD reviewed the new drainage agreement prepared by Shea Homes. It was noted that the days to determine if the work is acceptable to Superstition Foothills under #9 be changed to fourteen days. Tom made a motion to accept the agreement with that change, John seconded, passed unanimously.


7. Safety Study
Tabled till April meeting.


8. Mailbox Column Guideline
John made a motion to accept the proposed guideline, Pat seconded. Janice added, “the architectural configuration of the mailboxes and columns must remain the same as designed by the builder”. Approved unanimously.

• Mailbox columns are the responsibility of the homeowner.

9. Lighting Issue
The BOD revisited the issue of coach lights on houses again. It was stated that the county is working on drafting a code for residential lighting. The BOD stood by their previous position that they would not be the “light police” and leave it to the county since they are working on a code. It was also noted that the Sheriff is telling Neighborhood Watch to leave front lights on.

10. Appeal of 4022 Prairie Zinnia
The owner submitted for concrete driveway to access the side RV gate to store his car when they are gone out of town. The BOD discussed the issue at length. The BOD did receive the neighbor’s approval of the extension. John expressed that the Board should address the issue of these extensions with a policy prohibiting them. John made a motion to deny the appeal, Janice seconded, passed unanimously.
Dave suggested that the DRC come up with guidelines restricting these extensions.

11. View Fence Painting
The BOD agreed that the HOA is responsible to paint three sides of the view fence. It was suggested that Boulder Pass #1 and the Gateway be painted along with the list of problem fences. If the problem fence is in a row of fences the entire row should be painted. The Board asked that the painter look at the problem fences and prepare a price for them and the row they are in and attend the April meeting.

12. Dog Issue
The Board expressed that the rec. center is a residential area not a dog park. The BOD has been trying to be dog friendly with installing Mutt Mitts and a garbage can. Animal Control has been issuing citations for dogs not a leash. The idea of a fenced area for dogs only was brought up.
