MINUTES OF GENERAL MEETING 11/21/01

Andrea Woods presiding. Called to order 7:42 p.m.
Treasurer?’s Report approved. Balance: $714.43. Minutes approved 9/19/2001 meeting.
Reminder
ANNUAL $4 individual and $5 family membership dues are due NOW.

I. Correspondence - Letters from:
1. Mr. Balfour, Director Parks and Recreation: in response to letter from our Surf Committee on matter of surf contests
2. Rae Louie, Director of Design and Construction: in response to our 2nd letter regarding the construction at Waimea Bay which turned the open pavilion area into a storage facility
3. Mr. Balfour: regarding our request for information on the future of present Pupukea Rec Center
4. Mayor Harris: Regarding our letter in support of the Velzeyland Park
5. Brian Minaai, Director, Department of Transportation: in response to our letter about parking and safety concerns near Shark?’s Cove.
6. Theresa Menard, to Randall Fujiki, Director of Planning and Permitting (cc) regarding concern about the leach field at the North Shore Country Market

8. Mr. Balfour: In response to our letter requesting an arborist to come meet with us to discuss bike path pruning.

.Motion: That 2002 SBCA Officer Nominations Be Closed. Seconded, and unanimously passed.

III. Reports
A. North Shore County Market by Bill Howes ?– regarding the proposed Pupukea Recreation Center sewage leach field. Bill reported that:
1) Soils on the proposed Recreation Center lot will not adequately support (failed the percolation test) the designed sewage system.
2) The City and County & the Contractor propose to cross Kaluanawaikaala Stream Channel and install the leach field in the front portion of the North Shore County Market?’s lot. The North Shore County Market lot will be temporarily vacated, excavated and a sewage leach field installed
3) There is no Environmental Assessment completed that addresses new property as planned activities for both lots appear environmentally intricately interrelated.
4) SBCA could send a letter of support for the North Shore Country Market?’s efforts to mitigate the leach field placement.
Motion: That SBCA Write a Letter of Support for the North Shore County Market?’s Efforts to mitigate the leach field placement. Motion passed unanimously.

B. Update on property violation at Pupukea Corner TMK 5-9-11-54, 59-051 Pupukea Rd. ?– The City and County, Department of Transportation Services, has assessed the owner a curbing violation for $845. They may install a traffic delineator at the right side of the corner (plastic, flexible reflector pipes). The City has issued a $50/day use permit violations amounting to $57,000. Last year they started attaching a small portion of that to the Real Property taxis. This year more was attached, and The Director of Finance can initiate foreclosure on the property after Year 3 of delinquency. Community members are urged to voice their discontent via the North Shore Council Member and the Mayor?’s office.
C. Regarding the other Price property with the Head statue on it by Cammies Market ?– was found in violation County ordinance, and, after $300,000 in fines, the appeal process is expected to take up to 20 years.
Motion: That SBCA send the North Shore Neighborhood Board a letter expressing discontent with the (continued zoning violations )City & County?’s Department of Planning and Permitting, for enforcing the zoning violations at both Price properties. Motion passes unanimously.

D. Kawailoa Transfer Station Improvements; Environmental Assessment review. President Woods reported:
1) The project started as a recycling project however, now it consists of paving, mulch piling, and building construction project. A green waste transfer area will be built and trucks can haul separated green waste to Kailua, where it will be processed into green waste, for distribution throughout Oahu. When North Shore clients need green chop, the trucks will haul Maunawili Dump chop back to Kawailoa, unload it in piles; so residents can load it and transport it to their homes.
2) The City took over the project and increased the budget by an additional $506,000 for the proposed building improvements.
3) Concerns regarding the Environmental Assessment?’s content:
a) There was no description for the green waste operation
b) There were no copies of the Environmental Assessment being distributed to the US Fish and Wildlife Service and Army Corps of Engineers. (The site is susrrounded by a wetland directly in the path of migratory water fowl.
c) There was no estimate of the daily green waste tonnage and how mulch is needed to make the recycling operation feasible.
d) The quality of the mulch is unknown and may bring undesirable pests and diseases to the North Shore from other Oahu areas.
e) Will runoff from the mulch stockpile affect neighboring property water quality?
f) Technical analysis therein lacked supportive references. Some conclusions do not appear borne out by scientific data.

Motion: That SBCA send the Group 70 a letter stating the above-mentioned SBCA concerns: Those in Favor = 5; Those Abstaining = 2; Those Opposed = 0; Motion passed.

E. Surf Contests ?– Andrea Woods spoke with Wil Ho, Windward Superintendent, City and County Parks and Recreation Department, who told her:
1) The schedule for 2001-2 season is finished
2) The recreation surfers will not be happy.
3) Wil?’s staff submitted recommendations to Department Director Bill Balfour, who with Mayor Harris, met with the parties in conflict and made the final scheduling decisions.
4) Wil acknowledges that the schedule violates several of the existing rules:
a) Each site can only have 16 days closed to surfing
b) Each site can only have 4 contests.
c) There is a 10 day period between each contest.
d) No simultaneous contests are allowed.

Randy Rarick reported that the promoters were making due with the shortcoming of the rule decisions. He suggested we wait a few more months before sending in our comments, to see how the contest season goes.

F. Waialee Experiment Station ?– Woods spoke with Dr. Helena Zalenski, UH Animal Science Researcher in charge of the station, and the desluging is now complete. Plans to move the farm to Waimanalo fell through, and as of 10/29/01 there were no plans for Waiale?’e yet. Reed Matsuura reported that the City is looking at the Experiment Station to potentially develop, in light of the new Velseyland subdivision and City?’s need for recreational facilities

G. Kahauola St. Storm Drain ?– follow up on last year?’s SBCA presentation by the County staff
1) The check valve was supposed to be installed, needs SMA approval because it was lumped together with the larger project, which required more consultant funding
2) The Big Project proposed last year required an Environmental Assessment, however the check valve didn?’t need the SMA permit so the project was split into two projects. The check valve bidding is underway.
3) It was reported that current drain is totally clogged and complaints should go to the Department of Facilities Maintenance.

H. Pupukea Recreation Center and at Sharks Cove parking and traffic flow Reed Matsuo (C&C) said they had been leaning towards installing No Parking signs by the Rec Center, but when the investigators came out, there were no cars parked on the grass. Heavy usage seems confined to summer (SCUBA divers) and huge surf days in the winter. At last meeting, John Lane reported the sharp turn at the north end of Sharks Cover to enter the park is extremely hazardous. Discussions with DoT led to conclusion that they can take out part of the road and extend the greenway in order to narrow the road and prevent U-turns. However, 50% of the community will object to whatever they do. Laura Figiuera, Senator Bunda?’s staff, said she would arrange a Community meeting with the State Department of Transportation for January 2002 to address these issues with community at large.

I. Old Business ?– John Cutting reported that the Kalunawaikaala Watershed Initiative was to be let out by 31 December to a private consultant. Pam Mills-Packo reported no information from the Ke Iki Watershed project contractor.

J. New Business
1) It was noted that a 12 lot subdivision planned for Pukea Road was recently submitted to the C&C Department of Planning and Permits. Woods will get the documents and invite the owner/developer, to make a presentation to SBCA. The Navarez subdivision is completed & lots are for sale now.
2) SBCA was encouraged to adopt a month per year to beautify Weed Circle in Haleiwa. 4-5 hours per month is needed from families for weeding, pruning and rubbish removal
