When did the position of mayor become a factor in governance? In the medieval period kings were forced to create the position of mayor. The position was created as a public relations, warm and fuzzy and to give the citizens a false sense of government for the people by the people’s man. However, the mayor knew that his position was created by the king and the mayor had absolute loyalty to the king and not the people of the township.

This definition is being played out in its truest form under the present Mayor Bill White and the present king or crown (group) in Houston 2007.
