Mr. White,

OIG's involvement in your concerns has been completed. Our office found no
policies that were inconsistent, contradictory, or inadequate in this case
and, based on the information obtained during our inquiry, I do not believe
there is reason to recommend that a policy be created to address your
concerns. However, this issue, as well as all the other issues you list in
your December 6, 2002, e-mail to me are issues you could have addressed with
Mr. Litke during the meeting Council Member Edwards tried to facilitate. My
recommendation to you is: if you are given another opportunity to meet with
Mr. Litke that you take it. Again, at this time, OIG involvement in your
concerns is complete.

Lt. Hartnett,

I understood that your investigation was complete that's why I said I
respect your decision and thanked you for your help.

However, we should not need a council member to convene at meeting or a
written response from a public servant or department head.

I am not asking this for an answer - Why didn't Mr. Litke meet with us when
he had the opportunity from February to the present? It is his job meet
with us.

We have no further request to the OIG - again thank you for help, you have
been helpful.
