Dear Mayor White:

As a follow up on our request to meet with you on January 18, 2005 this is our reminder request:

• Item 1 – Community Development – Using our area plan that includes the boundaries of super neighborhoods 68, 71, 72, & 76 as a pilot to participate with the HOPE Project, Area Plan Guidelines, and Land Assembly Project. (Reference CBGD and Housing) (Reference – twenty-five civic clubs core planning teams, 325/1000 community surveys, Community Partnerships with five universities and six professional/technical assistant team volunteers. (References: Holmes Community Development packet, area plan surveys, etc)
• Item 4 – Governance, Policies and Procedures - related to the city employees/public servants - director of planning’s authority of over Super Neighborhoods and Super Neighborhood Alliance over a deliberative assembly’s authority or due process for neighborhood governance. (Reference ordinance 1025 and past and current published super neighborhood materials)
• Item 5 – Filing an OIG Governance Policy Request - Your recommendation before filing an official request to the OIG requesting a policy format to improve and clarify the authority of the planning director or /and city employee’s over a super neighborhood council’s governance, by – laws, duly elected board, and notification and due process from the planning department concerning any complaint related to a local super neighborhood issue. (Reference OIG Web Page – Mission, First OIG request past and present published super neighborhood guiding principles) The item number references are part of the original packet that we presented to you at city council meeting in January 2005.

Mayor White, this request is our effort to understand the city’s authority over a community organizations rights and responsibilities in relation to super neighborhoods. There is no clear policy(s) that defines the city’s authority over a community group that operates with an elected board and by-laws, including due process procedures.
As Councilmember Quan indicated, this should be a relatively easy process to establish new policies where needed and clarify policies that are unclear. We agree that policy makers shouldn’t take three years to develop a simple set of protocols that would equitably address this and future situations.

Mayor White, it is vital for the facts, timelines and the negative impact that has occurred to be reviewed instead of one sided misinformation from any aspect please don’t rely on misinformation. Thank you.
