Stetson Hills Neighborhood Association


Dear Neighbors:

At our October Association meeting Steve Tuck from City Planning and Kevin Walker from US Homes were invited to present the development projects in planning for the Stetson Hills Area.
The members who attended the meeting asked for a list of projects that were in the planning stage or in progress. Below is what I have received:

This is what is in the planning for 2002 projects in Stetson Hills (south of Stetson Hills Blvd)
1. More homes by US Homes East of Jedediah Smith Rd.
2. Completion of Stetson Hills Blvd. Across Sand Creek to Peterson Rd.
3. Walgreens at Southwest corner of Tutt/Barnes
4. King Soopers at Northwest corner of Tutt/Barnes
5. Gas/Convenience food store and Northeast corner of Tutt/Barnes
6. Mini ?– warehouses West of Tutt, several hundred feet South of Stetson Hills Blvd.
7. Apartments East of Tutt, South of Stetson Hills Blvd. North of Bridlespur.

US Home, as a major developer in the Stetson Hills neighborhood, has been requested to outline its primary development and building objectives for 2002. Please find the 5 major activities below, a tentative schedule for start and completion and some relevant information regarding each item.

1. Stetson Blvd. Bridge over Sand Creek

Construction has started on this activity and it will be complete in the spring of 2002. Tarco Contractors is the primary contractor. This is a 4-lane bridge for a major arterial street along with a major drop structure south of the bridge, drainage improvements associated with it and a portion of the Sand Creek trail system.

2. Stetson Hill Blvd.

Major grading and utility work is complete. Paving of this Major Arterial street will be completed in the spring of 2002 from its current terminus at Anna Lee to Peterson Rd. as a 4 lane arterial street. The South half of the roadway will be completed 2002 to the eastern edge of the Stetson Ridge subdivisions by US Home and is planned for completion by others to Marksheffel in 2002.

3. Sand Creek Drainage Improvements and Open Space Corridor and Public Multi-use Trail

US Home has submitted preliminary plans for the improvement of this corridor, from Barnes Rd. north to Stetson Hills Blvd., to the City of Colorado Springs. Wetlands studies have previously been completed in 1996 and updated in 2001 and accepted by the Corp of Engineers. A Preble?’s mouse study was completed and accepted by the US Fish and Wildlife Service in 1998. No Mouse population was detected.

US Home is preparing the following work program for 2001

a. Preparation of a land analysis study for presentation to the public at a public meeting with appropriate public officials in attendance. Scheduled for Thursday, January 17th, 7:00 pm. Location for this meeting will be the Stetson Hills Elementary School Gymnasium.
b. Submittal of 404 Individual Permit Application to the Army Corp of Engineers in January 2002 ?– Expected approval in April ?– May, 2002.
c. Re-submittal of design plans for the corridor to the City of Colorado Springs ?– January ?– February 2002. Expected approval in April ?– May 2002.
d. Work at resolution of ownership issues south of the East tributary (adjacent to Stetson Elementary) ?– Ongoing.
e. Bid and Contractual issues ?– Spring, 2002
f. Begin construction of improvements from Stetson Hill Blvd moving South June ?– July, 2002
g. Construction completion to East Tributary ?– Fall 2002
h. Construction South of East Tributary ?– dependent on resolution and agreement with property owners in the creek. Likely ?– Summer 2003


4. Complete Subdivision Development of Filing 33, Stetson Ridge South Filing No. 1.

5. Begin Home Construction in Filing 29 (1st quarter), Filing 33 (2nd quarter) and Stetson Ridge South (2nd or 3rd quarter)

In addition the following projects should be completed in 2001, though final paving is dependent on weather and pavement authorization by the City of Colorado Springs.

1. Peterson Rd. from Jedediah Smith Rd. to Stetson Hills Blvd
2. Jedediah Smith Rd. from Stetson Elementary to Stetson Hills Blvd.
3. Pavement of subdivision roads in Filing 29.

The projects and schedules outlined above are US Home?’s best estimates. The projects are subject to the approval of third parties and it is the nature of these projects that delays, changes and modifications in project scope and timing are expected. We are pleased with the Stetson Hills Neighborhood Association?’s interest in these matters and will continue to update you on changes and modifications the might occur as the year unfold.
