Our SMHOA Board met recently at my home and we have discussed some format to do this.  Our rough draft is to have dues paying members eligible only, do a gift card from local stores such as a lowes or home depot, a certificate recognizing the homeowners who are selected, a sign for the home and even honorable mentions on our website and newsletter.  Our judges would come from other homeowner association officers who would be solicited.
