Schnitzelburg Area Council - LINC

I looked on the Cities Department of Code Violation page and here is what I found

Is this the house behind Club 21? If so, I know it was bought by an investor a few years back and the investor went belly up. Since then it has sat there and gone to pot, so to speak. I recently found out that another investor was trying to buy it, but it has a some liens and taxes attached to the title. My name is Karen and I  am a real estate agent with Semonin Realtors and live in the 1000 block of Lydia.

So if it is listed on the Code Violation page, does that mean the owner has been cited for some violation(s)?  

And if the current owner is listed correctly, then the city should know who to go after for taxes, etc.???
