Scarsdale Civic Association

I called the police to go talk to the neighbors above, they did talk to them but did not want to.  They acted as if I was the bad guy.  I told them that we have under ground pipes and wires, and if he continues to do that he will gradually ruin one or both.  The cop said I see it all the time with people parking in the front of their lawns.  I have never seen that until now.  How tacky can you get.  Does anyone have any other ideas of what can be done?  I don't think the cops are like my neighbor, they don't care about anyone but themselves.
