In 1975 Congress passed legislation, known as the Individuals with
Disabilities Education Act (IDEA), which laid out the rights of
children
with disabilities to attend public schools. This report from the
American
Youth Policy Forum and the Center on Education Policy finds major
accomplishments on behalf of the 11 percent of school children who have
disabilities, documenting some positive outcomes and improvements, but
