In a column for the Education Commission of the States, Donald McAdams
of
the Center for Reform of School Systems contends that no center of
power
is better positioned to provide leadership for education reform and
improvement than school boards. Nowhere is effective leadership and
good
governance more crucial than in the nation's urban districts.
