Education Week reports that states would have significant flexibility
in
meeting new federal testing requirements under draft regulations
released
by the U.S. Department. of Education last week. By deciding to issue
separately its regulations for the Elementary and Secondary Education
Act?’s mandate for ?“adequate yearly progress?” the Department
sidestepped
for now one of the most contentious parts of the legislation, but also
one
of its key elements.
