Job Retention and Advancement in Welfare Reform

Flexibility in the current system has allowed state and local officials
to design and test programs to address the retention and advancement
needs of current or former Temporary Assistance to Needy Families (TANF)
recipients. In the absence of sufficient research to recommend sweeping
policy changes, this policy brief from the Brookings Institution argues
that the federal government should continue to provide funds and
flexibility to states so that better methods for increasing job retention and
advancement can be created.
