While typically violent behavior among young people tends to peak at 16
to 17 years of age, a new report shows that such behavior begins during
the early elementary school grades. The national study surveyed fourth-
and fifth-grade students ages 9 to 12 and found that 43 percent of the
students said a peer had hit them during the previous year, however, 82
percent of the students surveyed said they believed problems could be
worked out without fighting. The study also recommended that formal
violence prevention programs be provided to children starting in the
