Housing advocates have compiled a list of ?“winners?” and ?“losers?” in the
administration?’s FY 2003 budget proposal. Among the winners are a new
Renewing the Dream tax credit to stimulate the development of 50,000
homes
annually for sale to low-income buyers in low-income communities and an
expansion of Section 8 incremental vouchers by 16,000. Among the
losers:
the USDA's rural housing program would experience cuts and the Rural
Community Development Initiative would be eliminated. For more details,
