Housing costs can break the household budget for a working family, and
unstable or inadequate housing is frequently a significant barrier to
employment. The Minnesota Family Investment Plan, the welfare-to-work
program that demonstrated the strongest evidence of success, relied
almost
exclusively on providing housing assistance (primarily Section 8
vouchers). This Center on Budget and Policy Priorities policy brief
offers
recommendations for federal and state measures to improve housing
policies
and supports for working families.
