Although families leaving welfare remained eligible for Medicaid, they
have often lost coverage because they were not aware that their
eligibility continued. Moreover, state and county administrative
systems
did not automatically retain these families on the Medicaid rolls. Why
did
these two systems fail to work together? This chapter in the Urban
