Public Advocates, finds that schools serving the highest concentrations
of
low-income children and English language learners are twelve times more
likely have a high concentration of untrained teachers, nearly four
times
more likely to have a serious teacher turnover problem, and nearly
twice as
likely to lack adequate textbooks, learning materials, and functioning
