EMERGENCY REGULATIONS ON CHILD CARE CRIMINAL EXEMPTIONS

Emergency Regulations Adopted Regarding Criminal Record Exemptions in
Child
Care, from the California Child Care Resource and Referral Network,
reports
on the Department of Social Services' new regulations (effective Aug 7)
that require providers to:
* Prominently display a Parent's Rights Poster provided by DSS
* Inform all parents/guardians of their rights by giving them a
Notification of Parents' Rights form and a pamphlet on the Caregiver
Background Check Process -- and keep a record that this has been done.

If a parent or guardian asks if anyone living or working in the child
care
center or family child care home has a criminal record exemption, the
provider must:
* Tell the parent if anyone does and, if so, name that person and their
relationship to the facility
* Inform the parent that this name can also be obtained by contacting
the
local child care licensing office, and provide contact information
* Document this request in the child's file.

Public hearings will occur in the next 120 days, one each in Northern
and
