Budget Letter 02-21 on 2003-2004 Budget Reductions, from the California
Department of Finance, directs all state agencies and departments to
prepare plans for reducing ongoing spending by at least 20% for the
2003-04
fiscal year.
Reduction plans must consider repealing statutorily required programs,
eliminating discretionary programs, consolidating programs,
reorganizing
departments, boards, commissions, and offices, restructuring program
responsibilities, and reducing cost and/or service level.
These savings would not count for reduction plans: one-time savings,
across-the-board reductions such as increasing salary savings,
fee/revenue
increases, eliminating vacant positions, savings not achieved in
2003-04.
