An Urban Institute report finds that the implementation of California's welfare to work program, CalWORKS, has given counties more discretion in determining program policies. There have also been significant reductions in TANF caseloads, substantial new resources dedicated to child care subsidies for families, and greater collaboration among state and local agencies to streamline service delivery. Community resources have become more aligned to support the work-first strategy and enable sustained employment.
