SHNA ByLaws

At the last membership meeting on September 10, the membership delayed consideration of revised bylaws and restated articles of incorporation so all would have a change to digest proposed changes and language. They will be a major agenda item at the upcoming November 12 membership meeting. They can be viewed at www.neighborhoodlnk.com/portland/shna or a hard copy can be acquired from Bylaws chair Dave Malcolm (503-221-7903) or from NWNW (503-223-3331). Contact Dave if you have any questions. Please be prepared to vote on the items at the upcoming meeting.

Tibetan Peace Center
The Good Neighbor Agreement was signed by all SN and the NWTCA just before the Multnomah county hearings. No appeals were filed after the decisions by each county and the appeal by SN was withdrawn. The GNA accomplishes significant protection for the immediate neighbors and the SHNA in general from traffic impact and future development. It also provides for monitoring and continued neighbor involvement in the center. All parties are satisfied. The counties both approved the development with higher trip limits than the agreement, but the agreement takes precedence and is enforceable. Sylvan Neighbors will continue to exist as an entity to maintain this activity.

Little Barnes Speed Bump Update

The City installed 6 speed bumps on Barnes Rd. between Skyline and the county line. Funding for the project was achieved through the generous donations of neighbors, both on Barnes and throughout the neighborhood. Special thanks to KOIN (Emmis Broadcasting) for their $2,000 donation. Neighbors would also like to recognize Will Stevens (DOT) and Mark Sieber (Neighbors West/Northwest) for their invaluable assistance.

Any remaining funds will go toward a final 7th bump, which would to be placed on Barnes just west of the Skyline. Efforts to raise the necessary additional $2,000 will continue through next spring.

Crime Report
Car prowls remain a problem in our neighborhood. You can diminish your
exposure to this crime by keeping your vehicles showroom clean. Leave no
visible items in the car. Lock the car doors and trunk. Park in your
garage, or in a well lighted area, if possible. Report suspicious
activity, and report all crimes. Look out for your neighbors. Have you
experienced a car prowl? Let your neighbors know. If you determine a
trend in your area, contact your SHNA crime chair, PK Wall
(pkwall@juno.com), and report crimes to the police. (emergency - 911;
non-emergency 833-1333). If you wish, Preston Wong our neighborhood
crime prevention specialist, can organize neighborhood foot patrols,
crime prevention seminars, etc.

SHNA Holiday Party

The third annual neighborhood holiday party is scheduled for Tuesday evening, December 10, at the Oregon Zoo. Share holiday treats and good company while touring Zoo Lights with your family and friends. Arrangements will be forthcoming in subsequent newsletters. If you'd like to volunteer to help coordinate this event, contact Sally Kneuven at (503)226-4850.

Looking for a ?“Computer Geek?”

SHNA is looking for someone who knows HTML who would be willing to add document links to the neighborhood web site. Estimated time commitment is very small per month, less than an hour. Please contact Jenny at (503) 203-6708 if you can help.

Board Members Needed
Vacant director positions exist for 58th street (including 60th, Clay and Mill) and Fairhaven. If you know of someone who you think would be interested, please contact the individual and President Sally Kneuven at 503-226-4850. SHNA would very much like to fill the vacant director positions.
