Everett, as preservation architect for Denver's Planning Department, is responsible for design review at the administrative level. To become a historic district we would have to delineate a specific area. That area of the neighborhood would have to meet given criteria. The area would have to meet two out of the three following criteria: one, have historical significance; two, have architectural significance; three, have geographical significance. Significance being what is special about the area; what is significant that we want to retain.

Once the significance of the delineated area is determined and if Landmark status is obtained, then proposed exterior alterations requiring a building permit would be reviewed to make sure the alteration is compatible with the significance of the designated area. The project must first receive Zoning approval. Then it must go to the Planning Department for design review. Most alterations - replacing windows, doors, gutters, adding fences, garages, and even additions and renovations - would go to administrative review, only. If it is a major alteration then it goes before the LPC. In a non-designated neighborhood, alteration that do not pass the zoning department's administrative review go to the Board of Adjustment.

Everett stated you can do anything in a historic district, add a second story to a bungalow, even do a scrape-off. It is how it is done that is regulated. It is regulated to be sensitive and compatible to the district's defined significance. He stated design review is flexible. That staff are there to help solve problems. It is an open process where you can express your needs and get professional assistance. There are no separate costs charged for the design review. Design review takes place within two weeks of submitting your application.
