Don't blame Lisa !

Everyone got a letter from the HOA. Don't use that as an excuse. Same reason no one signed up for the group to install stop signs. People just want to complain, but not get involved.
Why didn't you call one of the Trustees, for the information ?
Makes me wonder.......

I think you're right. Stop signs wouldn't do any good anyway, our biggest offenders are our own residents.
