Pine Terrace Civic Association

I have lived here for slmost two years now and I have or had i should say no complaints about the neighborhood,except one of my neighbors has a car alarm that literally goes off every hour its loud,annoying,and its continously waking my special needs child and myself,it does this 24/7 and they dont seem to be concerned with fixing it. I am trying to avoid a dramatic confrontation if at all possible! Does anyone know who I can contact regarding this matter?
