Congestion at Entrance:
Mr. Johnson reported that although the first few days of the new school year brought a lot of congestion at the entrance of the community, the amount of vehicles using the entrance of the community to pick up/drop off students have improved.
Stahl Road Improvements:
The SAFFE Officer has informed the association that the improvements to be completed on Stahl Road have been postponed until a later time.
Speeding in the Community:
The SAFFE Officer will be performing random radar within the community during the next month.
Street Signs:
It was noted that the stop sign at the comer of Stormy Autumn and Stormy Gold is missing. The SAFFE Officer reported that he has requested the City have the missing sign replaced, however we do not know if the request has been approved at this time.

The land developer is working with the City to have the street signs on Stormy Grove reflect the correct street name (they currently say Stormy Meadows) Mr. Pruski reported that a couple of street signs were removed for construction but should be reinstalled within the next week.
ACC and Deed Violations:
The board discussed several apparent ACC violations within the community which letters have already been sent to the violating owners. In addition, the board discussed tagging the increasing number of basketball goals within the community to be towed and also reporting the violations to the City for additional enforcement.
Parking in the Street:
The board discussed an ongoing problem of members parking an excessive number of vehicles in the street and blocking driveways of neighboring homes. The board agreed to ask the SAFFE Officer to talk to these residents.

Town Hall Meeting

The Association held its first Town Hall Meeting on October I 8th. For those who did not attend, this was a great meeting! The board updated homeowners on recent activities and members had the opportunity to express concern or provide suggestions to the board.

Members expressed interest in improving the entrance area and formed a committee to prepare a landscape design and plan a “landscape improvement day”. Members also volunteered for the newsletter committee which will help the community publish a quarterly newsletter. This committee will also work on preparing a neighborhood directory! In addition, members signed up for the safety and welcome committees. The association held an attendance raffle for a $50.00 Home Depot gift certificate.

High Country Presentation:
Mr. John Ware and Mr. Donald Macaulay attended this meeting representing High Country Homeowners Association (HCHOA). Mr. Ware explained that their association has opened a pool and voting membership to every home within five miles of the community and reviewed the following different types of annual
memberships available:
$30.00 Associate Membership
(Must pay $3.00 per person, per
day to swim)
$80.00 Clubhouse Membership:
Includes membership in their
association and one free
clubhouse rental.
$160.00 Full Family Membership: (Only $150.00 if 1st payment is received by November 30, 2000 and the second payment by May 1, 2001).
Mr. Ware reported that their association has also discussed establishing a corporate membership which may allow the
S. A Pheasant Ridge Homeowners Association to purchase a bulk number of memberships at a rate of $140. 00 per year Our members could then purchase their pool and voting membership for High Country Homeowners Association from our association. In addition, if our association opted to pay HCHOA membership dues for all of our members, one board position will be given to a representative of our community. The possible corporate membership may also be offered to a newly developing nearby community. Mr. Ware stressed that this possibility is only in the discussion stage has not been officially offered or accepted.

Continental Homes Report:
Mr. Louis Christa reported the current status of home sales within the Pheasant Ridge subdivision as follows:
316 Total Lots
197 Homes are Sold and Closed
26 Homes are Under Contract
6 Spec. Homes
2 Model Homes
85 Lots Available.
Continental Homes plans to purchase an additional 76 lots in April, 2001 and has an option to purchase an additional 109 lots in 2002 (front lots). Mr. Christa reported that the second entrance to the community should be completed and opened by April, 2001.

General Discussion:
Mr Johnson reported that while many members present at the 1999 annual meeting expressed great interest in the community working to add a park or playground area, members at the 2000 annual meeting expressed great concern and provided negative feedback to the idea. Based on the input received at the 2000 annual meeting, Ms. Pixley has
been working to find other options for the members including the opportunity to purchase memberships at High Country HOA. Mr. Johnson stated that if the community is still interested in researching this project, a chairman and other committee volunteers will be needed to put together Information for a proposal.

Ms. Pixley reported that the board has been working to resolve issues and answer questions, but they haven't received a lot of involvement from the membership The members were encouraged to volunteer for committees and provide positive input.

A member suggessted the board put up a sign at the entrance notifying the members of scheduled Board of Directors meetings.

Mr. Jeff Brown suggested the board obtain bids for management and landscape maintenance services, stating that he did not receive a return phone call and was treated unprofessionally when he called to discuss the condition of the landscaping and setting of the sprinkler system at the entrance of the community. The board asked if any other members have had any similar concerns with the management company and none other were reported. After discussion, the board agreed to review the management agreement and other possible management companies.

Landscaping Committee:
Mr. Johnson reported that the condition of the landscaping and trees were discussed at the August board meeting In an effort to improve the health of the landscaping, the board agreed to request the landscape company increase the watering time to 40
minutes per zone. While the entrance is beginning to look better, the members expressed concern that it has never looked very inviting.

After discussion, Ms. Wendi Lindeen offered to chair the landscape committee which will prepare a plan for landscape and sprinkler improvements. The following members volunteered to serve on this committee:

Safety Committee:

Mr. Johnson and Ms. Pixley reported that they have welcomed several new owners into the community by meeting with them personally and providing association and community information, as information is provided by Continental Homes. The following members volunteered to serve on this committee.

Regarding all Committees:
Mr. Johnson reported that the association has experienced a turnover of committee members almost every year and suggested that the chairperson for each committee volunteer to serve for two years.

"No Parking" signs at entrance: Ms. Harmon reported that the association's request for "No Parking" signs was denied by the City at this time, however the police have been patrolling the entrance in an attempt to minimize the amount of parking.

Airport Traffic:
Mr Leo Ukleya reported on the proposed changes in airport traffic which will significantly increase the amount of air traffic noise in the area Mr. Ukleya invited the members to attend an upcoming public meeting (10/24/00) which will allow concerned residents to provide input to the City.
Mr. Johnson asked Mr. Ukleya if it would be advantageous to form an airport committee, however Mr. Ukleya stated that at this point in time it would not.

The ACC Committee
Currently, the Architectural Control is under the control of Continental Homes, and is a standing committee (members are not elected). Three people make up this committee, who are employees of Continental Homes. The members of this committee will resign when the last home is completed and sold

Requesting Approval:
As a member of your Association, you must request approval before making any improvements to your home or lot. The purpose of this committee is to ensure that the community always remains as nearly as possible in appearance as when it was first developed As a result, this committee ensures that the property values will remain constant
The documents outline projects which need approval. In general, you should submit a request to the committee for any improvements which alter the exterior appearance of your property. For example storage sheds, patio covers., and play structures. This includes items that may not come easily to mind such as storm doors, brick flower beds, guttering, staining your fence and repainting your home a different color.
If you are considering a project that will need approval by the Architectural Control Committee, you must include the following in writing;
1) Your name, address, and telephone number.
2) The proposed change (ie. storage building, swiming pool, repainting your home with a different color,
satellite dish, installation of storm doors or gutters,...) and all specifications about the change. This includes color, dimensions, materials to be used, and any other pertinent information.
3) The name, address, and telephone number of the contractor, who will be performing the work, if applicable.
4) A copy of your individual plot plat map (included in your closing documents). Be sure to highlight where the change will be placed and its dimensions on your map.

without obtaining approval, please submit the necessary information and obtain formal approval.

Use Restriction Violations:
The following violations of the Use Restrictions have been continually noted during property inspections:

Parking and storage of boats and trailers either in driveways or on the streets.

Storage of broken down vehicles either in driveways or on the streets.

Parking of commercial vehicles either in driveways or on the streets.

Placement of Basketball Goals in violation. Basketball goals must be placed 15' from the front property line (this is generally 20' from the front curb).

We urge all members to read and become familiar with the Declaration of Covenants, Conditions, and Restrictions, and the Use Restrictions of the Association and make arrangements to correct any current violations. You should have received these documents from the Title Company at closing. If you did not, please contact the title company immediately. Copies are available from the management company at a cost of $. 10 per page.
