It has always been my experience to be cursed at when telling people they need their dog on a leash whether the dog(s) was friendly or otherwise. And then they usually claim they don't.

And I never say that to anyone who obviously has their dog under control without a leash. Some people have clear command of their animals and I respect that.

the owner and his german sheperd at 628 n 40 st. never clean up after self even though tells people he picks up later...a big lie/also lets dog ppoop on  miller easment in alley....have reported several times but just lies and gets a way with it/it is shame as he has no control over the dog and if he is mad at you he  will purposely walk at you with the dog while you are walking your dog just to try to intimidate you..........can you mail him a copy of ordinance as am sure he already knows but does not care.but will be the first to blame everyone else.........

This guy is a major problem for his neighbors. How someone could be so callous and crude is beyond me. He apparently has the mentality of a two year old thinking everyone else is wrong and he is right. There is nothing worse than a gronw up child. He throws adult type temper tantrums as well so beware of him. I know he has been accused of assult and battery in the past and whether he was convicted I do not know...
