Here is the information from the DOT website - something to discuss at the next meeting!

Turn Restrictions
Turn Restrictions are used to reduce cut-through traffic typically during peak hours. Turn restrictions can be termed as ''last resort'' measures as they negatively impact the neighborhood residents as well as those choosing to use the street as a cut-thru.

The restriction must be from a thoroughfare onto a residential street or a residential street onto a thoroughfare. Turn restrictions typically are NOT permitted from NCDOT maintained streets. A documented peak-time traffic problem must exist.

Traffic volumes must exceed the total of five trips per household during morning or evening peak hours by at least 250 vehicles. If the street is a collector, volumes must exceed household trip generation by 750 vehicles.

Requirements include:

Meet with neighborhood board to explain the process and receive its endorsement.
Hold a meeting with the neighborhood residents to explain the process and impacts.
If it is determined the neighborhood wants to pursue restrictions, CDOT will identify an impact area for the trial restriction.
A 60% petition containing signatures of all property owners in the impact area is required to test the restriction for six months.
After six months, CDOT will review the impact area to ensure all impacted residents were included. If not, the impact area will be expanded to include those residents.
To make the restrictions permanent, the residents then must submit a 60% petition containing signatures of all property owners in the final impact area.
CDOT will supply the petition forms and identify the impact area.
