If you have a water shut off valve that is sticking out of the grass in your front yard, the City of Montrose will come and adjust it. Sometimes the valves are in the way of lawn mowing, or can be a sharp edged nuisance.  If the top protective cap is missing, a new cap needs to be installed.  It is not a HOA issue, simply call the city utility department.
