Advertisement CITY OF PICKERINGTON WASTEWATER TREATMENT PLANT EXPANSION PROJECT COST ESTIMATE: $8,950,000 Sealed bids will be received by the City Manager of the City of Pickerington, Ohio, 100 Lockville Road, Pickerington, Ohio 43147 until 10:00 A.M. Local Time on September 24, 2003 for the above-identified project. No late bids or FAX bids will be accepted PROJECT SCOPE The Scope of the project will consist of the following: The scope of this project is to construct a new treatment train at the existing WWTP site, 525 Hill Road, Pickerington, Ohio 43147. This facility will increase capacity of the plant from 1.8 MGD to 3.5 MGD. A further description of the major elements of this Wastewater Treatment Plant Expansion are described below. The Wastewater Treatment Plant Expansion will include the construction and/or installation of the following: influent facility, extended aeration tanks, final clarifiers, ras/was pump station, sand filter bed, effluent facility, blower building, sludge storage facilities, process and site piping, valves and associated appurtenances, a standby electric power generator, mechanical equipment, and electrical and instrumentation to power and control the equipment. This project will also include the demolition of the existing influent facility, conversion of existing tankage to serve as digesters, and installation of sludge pumping. In addition to the above, this project will involve the performance of necessary site work to prepare the site, initial and final grading and site restoration, seeding and mulching as appropriate, driveway access to serve new facilities, landscaping and necessary fencing. Bid documents and plans may be obtained for a non-refundable fee of $200 per set at the following location: Franklin Imaging, Main Office 500 Schrock Road Columbus, Ohio 43229 Checks shall be made payable to: "R. D. Zande & Associates, Inc." Plans will be on file for review at: Dodge Reports (Plan Room) 1175 Dublin Road Columbus, Ohio 43215 Columbus Minority Contractors and Business Assistance Program 1000 E. Main Street Columbus, Ohio 43205 Each bid shall be accompanied by a Bid Guaranty and Contract Bond as required by Section 153.54 of the Ohio Revised Code in an amount equal to the sum of the bid submitted by each contractor. In lieu of posting the bond, a bidder may use a Cashier's Check, Certified Check or Letter of Credit for ten percent of the Contractor's bid as bid security. When a check or letter of credit is used, the bidder shall be required to post a 100 percent Performance Bond and a 100 percent Labor and Material payment Bond, upon the signing of the contract. PREVAILING WAGE The contractor and all subcontractors shall pay employees on the project the prevailing wages established by the United States Secretary of Labor. The current Prevailing Wage Rate Schedule is bound in the Project Manual. A pre-bidding meeting will be held at the offices of the City of Pickerington, 100 Lockville Road, Pickerington, Ohio 43147 on September 9, 2003, at 10:00 A.M. for all interested bidders.

The City of Pickerington reserves the right to reject any and all bids, and the right to accept the lowest and best bid, the right to waive minor irregularities on any bid, and the right to accept the bid proposal which promotes the best interest of the City. The City of Pickerington is an equal opportunity employer. Failure to submit the Bid Guaranty Bond and the required three notarized affidavits with the bid shall be cause for considering the bid submission incomplete and for the rejection of the bid. Each bid must contain the full name of the party or parties submitting the bid and all persons interested therein. Each bidder must submit evidence of its experience on projects of similar size and complexity. The owner intends and requires that this project be completed no later than 660 days after Notice to Proceed. All contractors and subcontractors involved with the project will, to the extent practicable, use Ohio products, materials, services, and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123.2, the Governors Executive Order of 1/27/72, and Governor's Executive Order 84-9 shall be required. Any contract or contracts awarded under this advertisement for bids are expected to be funded in part by a loan from the Ohio Environmental Protection Agency (EPA). Bidders must comply with the Davis Bacon and Related Act Requirements. Neither the United States nor any of its departments, agencies or employees is or will be a party to this advertisement for bids or any resulting contract. The procurement will be subject to the EPA policy to award a "Fair Share" of all subagreements to small, minority, and women's businesses, and policy of encouraging the participation of small businesses in rural areas (SBRA). A minority business participation goal of 3.0 percent and a women's business participation goal of 3.7 percent is established for this procurement, as explained in the specifications.
