Why not buy up all of the developable land.... over the long haul....it would be cheaper than building and staffing schools....then you can really have no growth!
I think the taxpayers should start a move to create an independant corporation like the New Albany Company, and buy up all undeveloped land in the School District, it would be cheaper in the long run...you would only need to buy enough each year to get ahead of the utility extensions proposed, and then if there is no demand for new utilities because this corporation wants to put the land in an undevelopable farm trust...cha ching, if you look at it it is way cheaper than building schools!
