Unfortunately, Mayor Postage can, and probably has, signed the legislation on the sewer plant. Any legislation not signed by the Mayor before Friday, five days after passed by Council, will go into effect without the Mayor's signature. The legislation will not go into effect for thirty days either from the time the Mayor signs it or thirty days after the five days after the legislation is approved on Council floor.
