Ohio EPA loan Application?

This Ohio EPA put off just doesn't pass the wiff test.
They only took 5 days to blow out a huge document on Nov. 10th (following the Nov 5th Public Hearing) to say NO SIGNIFIGANT IMPACT TO ALL INTERESTED..
Now they have reservations?
Just watch these ''cats'' give you a surprise decision when you least expect it.

The OEPA public hearing response summary has not been distributed yet. The FONSI, Finding of No Significant Impact, was from DEFA, the potential loan award arm of OEPA for this project and was from the info they had gathered regarding the project info that was to meet their loan award criteria. To many who have read the FONSI, it is merely the City of Pickerington submission reguretated back with minor comments from OEPA. This was duly noted by many who made comments on the FONSI.

The OEPA will grant the PTI regardless of the citizen comments, they have stated that they are preparing to do so, they will even fund the project regardless of citizen comments. To their credit, in a meeting with the new city officials recently, they did tell them they can refuse to use the OEPA loan award for the project that they would not force the city into the project if they did not want to do such at all. That they were not required to operate according to the proposed timelines the old administration had proposed.

The delay was caused by the city failing to meet the OEPA criteria for the loan, chiefly because of the fact that they did not have a valid signed application from the City....because of the referendum on such signature. It is doubtful that in the near future that the city would be able to meet the criteria for the loan application with the newly elected government in control.

BIA /OEPA /Col. rape community?

From the Building Industry Association's website. Perhaps this has happened in Pickerington also? It would explain why the OEPA wants to grant the Permit-to-Install.
