Do building permits expire?

Does anyone know, off-hand, whether building permits expire if they are not used within a given period of time? Does each permit specifically describe the house, or type of house, for which it can be used, or can it be used to build any type of house that the holder wishes? Are the builders simply stock-piling building permits against a possible moratorium, or is there a realistic chance that 600+ new homes actually will be built in the city within the next year or so? And if they are built, is there a realistic chance that they will be sold? Has there been any cooling off at all in the local market for new homes lately? Any light that anyone could shed on any of these questions would be greatly appreciated.
Some info on building permits

To answer some of the questions you've posted.
I do not believe building permits expire or must be used within a given time. From talking to a local building representative, some of the builders are submitting requests for building permits within the subdivisions they are developing. These requests must be accompanied with a blueprint/plan for the type of house to be built. In essence, some of the builders are simply 'pre-permitting' their lots to ensure that they will be able to build when a buyer is found. Once a buyer is found the builder will request a change to their original permit and will build the house their customer actually wants. Additionally, the builders do not plan on building the 'pre-permitted' homes because they don't want to carry the associated expenses on their books - although I'm not sure about Maronda as they seem to build more spec homes than any of the other builders in the area. Otherwise the builders will simply wait for a buyer, request a change to the permit and then build the appropriate house. I cannot see 600+ new homes being built within the city in the next year or two. I would guess it will end up being a slight increase from previous years in terms of the number of new homes sales closed for this year. I think the mayor and some members of city council were aware this 'pre-permitting' would occur and this is why the mayor stated he would immediately call for the enforcement of the moratorium should there be over 100 new home sales closed before the August enactment of the moratorium - in effect they knew that number of homes wouldn't be built and closed during the delay of the moratorium's enactment but wanted to give the builders the ability to obtain permits for the future - thus staying one step ahead of the moratorium.

From my limited following of this whole issue, there should be some type of compromise that can be reached. I understand the builders are looking to make as big of a profit as possible but if they are going to market their communities based on the outstanding schools, then they should give more back (in terms of land, buildings and/or funds) to ensure that the school district maintains its high ratings. We've already seen a small example of this in the promised monetary donation for extra-curricular activites when they feared they would be 'locked' out of the Pickerington market earlier this year.

Anonymous I had a very hard time reading and re-reading you?’re posting and not feeling you were on the builder?’s side in this issue. Clearly the builders have been blinded with greed for years now. Now they want to ?“COMPROMISE?”. To find some way of ?“GIVING BACK?” my big butt! Clearly they have supported (their words) ?“Advocates for Growth?” that they helped put in office and now they want to compromise. What do you mean that they might get shut out of the Pickerington market? They are going to get shut out of the Pickerington market. Their greed has cost us this school levy in August.

Clearly you and every other idiot that have allowed these councilmen to stay in office are not compromising but laying the plans for even more homes in this school district. We already know that the 3800 homes that you propose to build in a community authority will be built in all new areas. Basically the areas where the new $18.5 million sewer plant sewer area will be once the snakes at the Ohio EPA rubber stamp the Pickerington Sewer Expansion and loan deal.

Left to your own greed you will destroy this school district and you will move on. Thank you all. The city of Pickerington currently has 3000 homes. They approved another 2500 lots last October and now with the BIA influence they want to build an additional 3800 homes. That will make 9300 homes in the city of Pickerington by 2012. That alone, will double our school district if something isn?’t done soon. Sometimes it takes outrageous behavior on the part of business to enrage the public.

Just drop all your crap and admit that the builders are out there selling homes as fast as they possibility can right now. Exactly who does the BIA plan to work out this compromise with? When do they hand over the money for the schools? Remember you lying snakes already promised $600,000 for extracurricular activities. Where is it? How do you plan to fund the operating budget for these 8000 plus students you plan to dump on Pickerington? PLSD is the highest taxed school district in Fairfield County. Do you really think we will double our taxes to give you schools for your future customers?

Tell Tom Hart and the BIA to find another community to screw. We are tired of your crap. We will find new people to lead us and the first qualification is whether they support uncontrolled residential growth.

SHOW US WHERE IN THE BUILDING DEPARTMENT THEY HAVE THIS CLASSIFICATION OF ?“pre?” fees!
Ya right like collection of funds is not consummating a contract.
Ya right these Building Department Officials, City Manager, Mayor & Council would stand in the way of a legal case brought by the builders/developers to sue against the City for accepting funds and not honoring the ?“deal?”.
As John Houseman said in the ?“Paper Chase?” ?….. take this dime and call home and tell your parents to come pick you up cause you don?’t understand Contract Law.
