Old San Pedro Neighborhood Watch

I was coming out of Chase Bank this week, when I saw something really odd. At the corner of 11th and Pacific a man walked out of a building and, while still yelling at someone inside, he jumped into a black pick-up and smacked the van parked in front of him as he drove away. My first impression was that he was drunk, so I walked across the street to find a marijuana clinic with a smoke filled doorway. I asked the man standing in the open door if he saw an intoxicated man hit and run in front of the door. He told me to "mind your own f**king business.."  If he hadn't been so hostile I never would have learned that this was a "clinic". After checking the address and initials on the door, I learned that they apparently smoke drugs, grow drugs and basically party legally there. MY QUESTION BEGS TO BE ASKED! Aren't there laws about smoking pot and driving in this city? This place sits at a pretty busy intersection! (1115 pacific)
