Town of Okeene

March 10, 2009

Mayor Carter called a regular Town Council meeting to order at 7:00 p.m. with members, Hauser, Brownsworth, Outhier, Lubbers, and Carter answering Roll Call.

Items on the consent agenda included:

1. Approval of minutes, February 10, 2009 regular meeting.
2. Approval of February, 2009 payroll and expenditures.

Outhier moved to approve consent agenda item 1. Brownsworth seconded. Voting aye were Hauser, Brownsworth, Outhier, Lubbers, and Carter.

Brownsworth made the motion to approve consent agenda item 2. Outhier seconded. Voting aye were Hauser, Brownsworth, Outhier, Lubbers, and Carter.

Hauser made a motion to recess and convene into OPWA. Outhier seconded. Voting aye were Hauser, Brownsworth, Outhier, Lubbers, and Carter.

Upon returning from OPWA Meredith Meacham Wilson of Minnix and Meacham Financial Consultants reviewed the monthly financials with the board and reviewed Budget adjustments for consideration by the board later in the meeting.

Head Librarian, LeeAnn Barnes, gave the board a report on Okeene Public Library.

Town Attorney Kennedy reported that North Blaine Water Litigation would be discussed in Executive Session.

Treasurer Johna Hicks reviewed the February Sales Tax report with the board, reporting an increase in February.

Shelly Dunham reviewed the January Hospital report with the board.

Assistant Fire Chief Denise Reinart reported on fires during Feburary and on continuing training by firemen.

Police Chief Smith reported that all was running OK with his department.

Town Administrator Ramey had nothing to report other than his monthly memo that the board received in their packets.

Drainage issues on North 5th and 6th Eagle Consultants should have a report ready and be at the April meeting.

Public Hearing on Closing ‘F’ Street West of First Street With no one attending regarding this item, Brownsworth made the motion to close the hearing. Outhier seconded. Voting aye were Hauser, Brownsworth, Outhier, Lubbers, and Carter.

Ordinance 2009-01 Closing ‘F’ Street West of First Street Hauser made the motion to approve the ordinance. Outhier seconded. Voting aye were Hauser, Brownsworth, Outhier, Lubbers, and Carter. Hauser made the motion to approve the ordinance as an emergency ordinance. Outhier seconded. Voting aye were Hauser, Brownsworth, Outhier, Lubbers, and Carter.

Request for Increase in Stipend to Chamber of Commerce Chamber Board Member, Shelly Dunham, gave the board a list of Chamber members’ dues paid during 2008 and 2009. She also
reported on the Chamber’s financial status. Chamber President, Mike Dobrinski, also reported to the board on the Chamber’s plans and future intentions. Brownsworth made a motion to increase the Town’s monthly stipend by $75, added to the current amount of $350 totaling, $425 per month. Outhier seconded. Voting aye were Brownsworth, Outhier, and Carter. Voting nay was Hauser and Lubbers abstained.

Closing of Shallmo Carter made the motion to discontinue electric service to Shallmo when Alice Felder has vacated the beauty shop area. Outhier seconded the motion. Voting aye were Hauser, Brownsworth, Outhier, Lubbers, and Carter.

Ordinance 2009-02 2nd Bi-annual supplement to Okeene Municipal Code Hauser made the motion to approve this ordinance. Outhier seconded. Voting aye were Hauser, Brownsworth, Outhier, Lubbers, and Carter. Hauser made the motion to approve the ordinance as an emergency ordinance. Outhier seconded. Voting aye were Hauser, Brownsworth, Outhier, Lubbers, and Carter.

Ordinance 2009-03 changes to OMRF Plan Outhier made a motion to approve this Ordinance for changes in the OMRF (Oklahoma Municipal Retirement Fund). Brownsworth seconded. Voting aye were Hauser, Brownsworth, Outhier, Lubbers, and Carter.

Resolution 2009-03 adopting Red Flag Policy Hauser made a motion to adopt the Red Flag Policy recently completed. Lubbers seconded. Voting aye were Hauser, Brownsworth, Outhier, Lubbers, and Carter.

Address signatories on financial institutions Following discussion on signatories at State Guaranty Bank, changes will be made to current forms on file. No action required by the board.

2008-2009 Budget Transfers Meredith Meacham-Wilson reviewed budget transfers and Outhier made a motion to approve them as recommended. Brownsworth seconded. Voting aye were Hauser, Brownsworth, Outhier, Lubbers, and Carter.

Outhier made a motion to recess and reconvene into OPWA. Brownsworth seconded. Voting aye were Hauser, Brownsworth, Outhier, Lubbers, and Carter.

Upon returning from OPWA, Hauser made a motion to convene into Executive Session for confidential communications between the Governing Body and Town Attorney concerning the North Blaine Water Corporation vs. the Town of Okeene case No. CJ-2007-115 [25 O.S. Section 307 B,4]. Outhier seconded. Voting aye were Hauser, Brownsworth, Outhier, Lubbers, and Carter.

Upon returning to open session and with no further business, Hauser moved to adjourn. Lubbers seconded. Voting aye were Hauser, Brownsworth, Outhier, Lubbers, and Carter.
