Our next door neighbor has erected two flood lights on his chiminey that shine directly on our house and into two bedroom windows.  Neither of these lights illuminate his property or his grounds. He has refused to redirect his light onto his property. 

Sorry if I"m seeing this so long after fact that it's a moot point but future idea for such numbnuts like that:  use mirrors to aim the light back at them, then see how long it takes before they dim the lights a bit.  I'm all for motion and security lights, but not when they can be used to guide a concorde landing & not when sunflowers are running to search for shady spots -i.s.
