Neighbor behaving badly

Laughing Hello, this is my first time joining a forum such as this. I hope to get some insight or suggestions on dealing with neighbors who aren't very neighborly. I live on a quiet street of mostly working moms and dads. There is a couple stay at home moms on the street as well, one of which is causing anxiety and hardship on several of the other neighbors. It seems she is always calling codes and compliance on her surrounding neighbors, mostly for unfounded reasons. The codes officer last reported that "they" are getting pretty fed up with the calls in our neighborhood. Most of use help each other and look out for one another. Just recently, my neighbor's dog got out and we called the owner, letting him know that his dog was in safe keeping until he could get him. Now, we figure that it is the neighborly thing to do instead of calling animal contol, right? We knew where the dog lived, so why not handle it that way. It saves alot of time and hardship. As for the non-neighborly lady, most everyone speaks and is friendly to her, so I don't understand why she doesn't just talk to her neighbors and try to solve her issues that way.We speak, but have nothing in common. We wave to each other in passing buy, but she is getting more distant with us as time goes on. I have lived in this neighborhood for almost 20 years and it never use to be like this. This one lady is causing an upset that is affecting the harmony here. Does anyone have any suggestions on how to fix this problem?
