In your article, ''N.Y. smokers vent about cig tax plan,'' (March 28), you give the mistaken impression that most New Yorkers oppose the mayor's tax proposal. Not true. A recent survey showed that 73% of New Yorkers support it. Why? Because New Yorkers know that smoking kills 12,000 in our city each year ?— twice as many deaths as those caused by AIDS, tuberculosis, alcohol, suicide and homicide combined. The public health benefits of raising cigarette taxes are unmistakable. When prices go up, tobacco use goes down.
