Near East Area Commission Zoning Site Hearing

Saturday, February 7, 2009 9 A.M. 1400 E. Broad Street, Columbus, Oh

Commissioners present: Womack, Fitrakis, Waddy, Stubblefield, Bailey

Commissioners absent: Barnes, Burke, Crowe, Lake-Grant, Moessner, Shelby

The meeting was called to order at 9:06 A.M. by Zoning Director Commissioner Womack.

The property owner being represented by Architect Jeanne Cabral is applying for a zoning variance for 1400 E. Broad (also known as the Taylor Mansion) to allow for social events. The property is currently zoned ARO (Apartment, Office) and per the architect does allow for events such as ceremonies but not receptions. The owner has previously hosted such events and was under the impression that the he had the proper variances. When City officials expressed some concerns about the zoning, he decided the best course of action was to begin anew and clear up any alleged discrepancies. The kitchen facilities for preparation of these events is located off site.

The variance request also stipulates a reduction in parking from 24 to 17. Ms. Cabral indicated that the owner has had a long standing gentleman’s agreement with property owners at 1414 E. Broad Street (Directions for Youth) to the East and 1354 E. Broad , 1355 Eastwood (Tifereth Israel Congregation) to the West and South for shared parking. He is moving forward to formalize those agreements.

Additionally, the city is requesting that the owner stripe the parking space located on the east side in the front of the building. Ms. Cabral indicated he did not want to do that because the area is paved with decorative brick. She was given the contact information for Randy Black in the City of Columbus Office of Historic Preservation to see if he could offer any assistance in this matter.

The zoning committee voted to support the variance application. Waddy/Stubblefield (5-0-0).

Meeting was adjourned at 9:40 A.M..

Respectfully submitted,

Kathleen Bailey
