North Central Area Commission Meeting Minutes
July 6, 2006
Tray Lee Center
The meeting was called to order by Vice Chair Gloria Ann Zebbs Anderson at 6:40 p.m. with a quorum present. Invocation by Philomena Gist.
Roll Call:
Commissioners present: Gloria Anderson, Carlon Fraley, Alfonso Hooper, Marie Moreland-Short, Lorraine Lewis, Douglas McDonald, Philomena Gist
Commissioners absent: Jimmie Moreland (excused), Sharon Archie (excused), Nancy Hill-McClary, Linda Stubbs, Denise Welch-Gibson, Tiffany White (excused), Deborah McClendon (excused)
Meeting Minutes
The June meeting minutes were read silently. Lorraine Lewis motioned to accept the minutes, Philomena Gist 2nd the motion. Motion passed.
Budget report by Gloria Anderson: $453.00 is still available of the $1,000 initial amount received from the City. If a commissioner has an expense, North Central will need the original receipt to process. From the budget we will send 2 people to the Regional Neighborhood Network Conference in Bowling Green Indiana. Gloria Anderson requested that the names of those going be provided by July 12th.
The 2nd half of the funds will be received after submitting the report of the 1st half, and by reimbursement only. Wil Preston will give the amount it will cost per person to send to the RNNC.
Motion by Philomena Gist, 2nd by Lorraine Lewis to accept the budget report. Motion passed.
Liaison Report: Officer Wilson was not present
Alfonso Hooper reported that the “Brittany Hills Possey” gang is making a comeback. He is requesting a crime report.
Carlon Fraley reported a reduction in crime in Argyle Park. He emphasized that everyone should report all crime that is seen.
Commissioner Reports:
Brittany Hills: Alfonso Hooper requests support from the community and elected officials regarding electric bill at Brittany Hills Rec. Center. Philomena Gist and Gloria Anderson expressed they would look into the matter. Gloria Anderson stated that she would contact Grisetta Griffin and ask for info and would give Philomena Gist a call to pick up copies of all info given to her.
Woodland Holt: Philomena Gist reported that they are dealing with some code enforcement issues.
Amer Crest: Marie Moreland-Short reported that the Tray Lee Center is putting a book together of things being done there. They had a successful year. They received a grant for the center and bought new playground equipment. Tutoring program took several students to 2 higher reading levels.
Oriole Heights: Lorraine Lewis reported the need to organize a Block Watch because of the break-ins and some code violations. There closed down a crack house, but need more police protection.
Argyle Park: Carlon Fraley is feeling better after his surgery and is glad to be back.
• There will be a ground breaking at the new Green View Estates on Friday, July 7th, 10:00 a.m.
• Argyle Park received a grant from the United Way for Playground Safety. They hired 5 men from the community to patrol the playground and there has been no crime reported as a result.
• The United Way has 3-year grant funding for Neighborhood Empowerment Grants
• Habitat is building a house on 25th Avenue
• Columbus Housing Partnership is building new homes for home ownership on 24th Avenue.
Jobs: Marie Moreland reported that the Mayor’s office of Education is paying for some jobs by students. For more information, call the Mayor’s office.
Committee Reports
Airport: Alfonso Hooper reported that the airport is building a new runway. We need volunteers to monitor sound. He requested that the community be proactive and attend the meeting on July 11th. Dave Clauson at the Airport is soundproofing and will notify when and where the meetings are.
Election Committee: Elections are on September 16th at the Tray Lee Center. Ballots will be due the first week in September or at the September 7th meeting.
Presentations:
Columbus Wood Products requested a large sign posted for their tenants. Douglas McDonald motioned, Carlon Fraley 2nd the motion. Motion passed
Mrs. Sutton needs a garage for a van for her handicapped son, and needs a height variance so she can store his supplies. Douglas McDonald motioned, Philomena Gist 2nd the motion. Motion passed.
Columbus Housing Partnership needs to widen the lots to 50 feet and to widen the street on 24th Avenue so they can build 13 new houses. They will build a cul-de-sac with a concrete finish. Prices of the houses will be between $100,000 - $130,000. Down payment and home ownership classes to assist with buying the houses is available as well as tax abatements. Motion by Douglas McDonald, 2nd by Marie Moreland-Short. Motion passed.
Douglas McDonald gave a presentation about Chase Academy. The North EAST Area Commission denied their request for property in that area at Stelzer, although it is zoned for light commercial. Chase needs 5-7 acres for their school. He motioned to pre-approve a project for Chase if they can come to the North Central Area. Alfonso Hooper noted that Brittany Hills Center was possibly available, and 2nd the motion. The motion passed.
Announcements:
National Night Out, August 1st: Argyle Park, Shepard and Woodland-Holt will participate.
Philomena Gist prayed the closing prayer. Meeting adjourned at 8:30 p.m
